Commentary in 2002
This Process has occasionally been used in earnest. For example I have used it for part of a seminar on "Added Value Engineering" that I co-developed and co-delivered. However, it is normally used as "background thinking" rather than as a consulting method or service in its own right.
Since writing the paper, it has occurred to me that the checklist below is in fact part of a SWOT analysis. (Strengths, Weaknesses, Opportunities, Threats). It is at "3.6 Collaboration checklist". It is used in various places in "2.3 Summary of the Process".

Figure 3.7 An approach to examining competence transfer possibilities
"Us" represents our strengths. It is a checklist of our strengths in the form of competencies over time.
"Them" represents our weaknesses - hence the need to collaborate. While in fact we may not be weak in all the areas that our collaborators are strong in, we need to concentrate more on the areas where we are weak.
"Intent" represents the opportunities for competence transfer in our favour.
"Risk" represents the threat of adverse competence transfer.
